Brief description of the project and main objectives |
The overall objective is to enable the transition to civilian and democratic oversight of internal security system based on good governance principles and a human centered understanding of security and public safety. |

Achieved results / expected outputs |
- Police and Gendarmerie basic laws, in the light of civilian oversight and accountability principles revised - The performance evaluation system which improves the control system of the Ministry of Interior over internal security forces of improved - A preliminary draft of the legal framework on the institutionalization of the Local Prevention and Security Councils and "National Crime Prevention Office" prepared - The assessment of basic parliamentary oversight in Türkiye updated - Based on the findings of the comparative analysis, so as to enable the systematic oversight of internal security forces a modeling study in order to propose amendments in the structure of the Commissions in the Parliament done - An organizational strategy regarding the preparation of crime prevention and security plans at the national level developed - A five-years organizational strategy for the oversight of internal security forces in Türkiye designed - On the basis of relevant legal regulations made across the country Local Prevention and Security Councils established - For the effective functioning of the institutionalization of Local Prevention and Security Councils a strategy and implementation plan prepared - For public officials assigned in Local Prevention and Security Councils a training module prepared and periodically updated - Awareness raising programs for civil elements for citizens developed and implemented periodically - Training programs implemented by the Ministry of Interior for provincial governors and sub-governors evaluated from the perspective of civilian oversight and updated - Recommendations as regards the establishment of a common internal security forces academy prepared and presented to the authorities |
