Following the acceptance of EUSF application by the Commission, a draft mobilization decision is submitted to the Parliament and the Council by the EC, and this decision is expected to be approved within 8 weeks.

Following the approval of mobilization decision by the Parliament and the Council, an implementation decision is published by the European Commission.

Following the implementation decision, a financing agreement (delegation agreement) is concluded between the beneficiary country and the EU regarding the implementation of the fund.

Delegation Agreement for the implementation of the EUSF in Türkiye was concluded on 7 February 2024 in Brussels at the ceremony held in Brussels. Following the internal approval processes, it entered into force on 12 March 2024.

The Presidential Circular No.2024/3 (on the Management of Financial Resources to be Provided from the EU Solidarity Fund), which includes the tasks and responsibilities of the institutions responsible for the coordination, implementation and audit of the EU Solidarity Fund in our country, entered into force on 1 March 2024.

Legistion which form the legal basis of the presidential circular No. 2024/3 are as follows:

Council Regulation (EC) No 2012/2002 of 11 November 2002 establishing the European Union Solidarity Fund.

Decision (EU) 2023/2192 of the European Parliament and of the Council of 4 October 2023 on the mobilisation of the European Union Solidarity Fund to provide assistance to Romania and Italy in relation to natural disasters in 2022 and to Türkiye in relation to the earthquakes in February 2023.
