Management of the EU Solidarity Fund is carried out together by Directorate for EU Affairs, Presidency of Strategy and Budget and related departments of Ministry of Treasury and Finance.

 

 

 

To coordinate the drafting of the project proposals,

To ensure that project proposals are drafted in accordance with national policies, plans and programs,

To submit project proposals to the European Commission,

To submit to the European Commission the expenditures previously incurred and to be covered retrospectively from the Solidarity Fund.

 

 

To verify that management and control arrangements are formed and implemented so as to ensure the efficient and accurate use of the EU funds in accordance with sound financial management principles.

To verify that actions supported are carried out appropriately,

To ensure that the expenditures that will incur or previously incurred within the scope of actions supported and that will be covered retrospectively from the Solidarity Fund are based on verifiable supporting documentation and are accurate and regular,

To ensure the prevention, detection and correction of irregularities and, where appropriate, the recovery of amounts paid irregularly, together with interest on late payments,

To report irregularities to the Commission, to inform the Commission about the course of administrative and legal proceedings,

To draft an Implementation Report in accordance with the Regulation (EC) No 2012/2002,

To perform other implementation, monitoring and reporting duties.

 

 

Bodies Responsible for the Implementation are the institutions which have carried out projects in the earthquake region and found eligible to be funded totally or partially under EUSF. 

 

The institutions responsible for implementation are responsible for carrying out their activities in coordination with the Ministry of Foreign Affairs Directorate for EU Affairs,  the Ministry of Treasury and Finance Directorate General of Foreign Economic Relations and the Central Finance and Contracts Unit. They are also responsible for providing the necessary information, documents and data to ensure the compliance of the expenditures made within the scope of the Fund and their compliance with all current Union and national legislation.

 

 

The Board of Treasury Controllers of the Ministry of Treasury and Finance are appointed as the independent audit body to audit the functionality and effectiveness of the management and control systems of the EU Solidarity Fund in Türkiye. The opinion of the independent audit body on the use of the fund is attached to the implementation report which is prepared as the implementation period is completed and this opinion is supported by an audit report.
