Chapter 12: Food Safety, Veterinary and Phytosanitary Policy

12) FOOD SAFETY, VETERINARY AND PHYTOSANITARY POLICY

I.  CONTENT OF THE CHAPTER:

There are 3 main sub-titles under this chapter;

 - Food Safety;

Food safety part contains; protection of consumer, hygiene and presentation rules for foods, official control rules and auto mechanisms for assurance of food safety. It also covers hygiene aspects related to processing and placing on the market of food, in particular more stringent rules for food of animal origin

Veterinary;

Veterinary legislation which is an important part of the Acquis in the agricultural field mainly covers rules regarding intra-community trade of live animals and animal products, animal diseases controls and eradications, technical and administrative implementation for the products coming from third countries and official control on production of animal products. Under the Veterinary part there are also comprehensive rules regarding administrative structure and mechanism for animal diseases notification, identification and following of animals' movement. Requirements for import of live animals and animal products require use of border inspection posts constructed and equipped specifically for imports

Phytosanitary;

Phytosanitary part covers the rules regarding controls of harmful organism on plant and plant products, use of plant passport in trade of plants intended for planting, procedures for authorisation of plan protection products, quarantine measures, residues of pesticides used in plant products, marketing and qualification of seed and seedling.

  1. III. SUBCOMMITTEE NO. 1. AGRICULTURE AND FISHERIES:

 

Sub-Committee No 1 On Agriculture And Fisheries is one of the 8 sub-committees established based on the Decision 3/2000 of TR-EC Association Council on April 11,2000. Within the framework of Accession Partnership Document and National Programme Priorities, harmonization of national legislation with the EU acquis, the progress achieved in the fulfillment of opening and closing benchmarks, planned activities in the coming period regarding Chapters 11, 12 and 13 are discussed in the Sub-Committee meetings. Ministry for EU Affairs is responsible for the coordination of all studies carried in the scope of the Sub-Committee and cooperation between institutions.

So far, 12 Sub-Committee was held, and the last meeting was on 19-20 October 2015 in Brussels.

The Working Groups established under Chaper 12 are; “SPS and Trade Working group” and “Animal Health Working Group”. There had been organized 7 and 2 meetings regarding these working groups, respectively. Moreover, a technical meeting on “Modernization of Agrifood Establishments” was held in 2012 for once.
