Türkiye- EU High Level Dialogue Meetings

High Level Dialogue meetings are high-level cooperation and dialogue platforms held between Türkiye and the EU on strategically important issues, usually at the level of Ministers and EU Commissioners.

The High Level Dialogue mechanisms, structured in parallel with the trajectory of Türkiye-EU relations, were first introduced in 2012. These mechanisms evolved based on the dynamics of Türkiye-EU relations, and their institutionalization was launched following the Türkiye-EU Summits held in 2015.

Within this scope, it was agreed at the Türkiye-EU Summit on 29 November 2015 to hold regular summits as well as high level dialogue meetings on key thematic issues. In this context, High Level Dialogue meetings were held in the fields of politics, economy, energy, and transport. However, the decisions taken at the Foreign Affairs Council meeting on 15 July 2019, particularly following the developments related to the Eastern Mediterranean and Syria, led to a temporary suspension of high level dialogue in these areas as of the second half of 2019. The reconvention of the High Level Economic Dialogue meeting on 3 April 2025 marked a significant and positive step towards reviving the dialogue mechanisms with the EU that had previously been put on hold.

Besides, in line with the “positive agenda”  highlighted at the Special European Council of 1-2 October 2020, it was stated that the EU is ready to initiate high level dialogue with Türkiye on issues such as “public health,” “climate,” “counter-terrorism,” and “regional matters.” The conclusions of the European Council of 24-25 June 2021 also referred to the migration along with the aforementioned areas.

Furthermore, a high level dialogue in the field of trade was established in accordance with the proposals of the Joint Communication titled "State of play of EU-Türkiye political, economic and trade relations" drafted by the High Representative and the European Commission and adopted by the College of Commissioners on 29 November 2023.

In this context, there are currently 10 High Level Dialogue mechanisms set up between Türkiye and the EU:
