IPA (Instrument for Pre-accession) which provide support to our country's harmonization actions about EU membership has five different priority areas within the frame of candidacy process. The fiscal aid provided under the subject of "agricultural and rural development" to our country by the EU is used within the context of Agricultural and Rural Development Program, shortly known as IPARD that determined fifth priority area. The main objective of Agricultural and Rural Development Program which is accepted by European Commission in February 25, 2008; is to apply regarding areas of acquisition about EU Common Agricultural Policy and to attain some priorities for sustainable adaptation of rural areas and agriculture sector in candidate countries and make contribution to solutions of the problems.

Agricultural and Rural Development Program is managed by "Agriculture and Rural Development Support Institution" that is established by Ministry of Agriculture and Rural Affairs. It is aimed by this program to support producers, potential investors and private sector working in agricultural sector and rural areas. In this context, the Conditional Project Application Announcement regarding grants provided by IPARD was declared by "Agriculture and Rural Development Support Institution" in July 28, 2010 under Agricultural and Rural Development Program.
