Cross-border Cooperation Programmes

Cross-border Cooperation (CBC) Programmes promote integrated regional development between neighbouring border regions in Member States or between neighbouring border regions in Member States and third country on external borders of the Union. As being an instrument of both the EU Regional Policy and the European Neighbourhood Policy, CBC’s main objective is to support cooperation toward economic and social development in border regions. Turkey participates in two CBC Programmes, namely Interreg Bulgaria-Turkey IPA Cross-border Cooperation Programme and ENI Black Sea Basin Cross Border Cooperation Programme. Directorate for EU Affairs acts as the National Authority of the CBC programmes in Turkey.

Turkey is also the beneficiary of the Multi-Country Programme (MCP), which aims to support the EU accession process of candidate and potential candidate countries through financing multi-beneficiary projects from these countries, within the scope of the Instrument for Pre-Accession Assistance (IPA). As the NIPAC (National IPA Coordinator) point, Directorate for EU Affairs also facilitates the in-country coordination of IPA MCP Programmes, which are implemented through direct centralized management by the European Commission.
