Statement of Minister for EU Affairs Mevlüt Çavuşoğlu on the recent legislative amendment on internet

The basic reason of the recent legislative amendment on internet has been the need for further regulation in response to the dynamic nature of the internet. Taking into account the increase in cases of breach of privacy, the amendment introduces safety valves to ensure confidentiality and respect for the privacy of persons. The amendment also introduces proportionality with regard to internet access blocs. Internet blocs will be limited only to the harmful content rather than the whole web site. Concerning very sensitive and exceptional matters of privacy, the Presidency of Telecommunications and Communications (TIB) can take action to block access to related content. However, this will be an immediate administrative action to avoid damages difficult to compensate. Upon application in 24 hours the Court will decide to uphold or lift the blockage within 48 hours. Ex-officio power of TIB regarding internet blocking will be mainly limited with prostitution, obscenity and sexual abuse of the minors.

On the other hand, I would like to underline that since taking office, I have met with Commissioner Füle once in Strasbourg and once in Brussels. We will meet once again this Monday for the Political Dialogue meetings. We made several phone conversations and letter exchanges.  In such a sincere atmosphere with channels of communication widely open, I would expect my counterparts at the Commission to make use of these channels to get the whole picture on any legal amendment based on correct and full information before making any public statement.
