Banking Regulation and Supervision Agency (BRSA) Has Published Two Regulations on Basel-III Accords

  • Banking Regulation and Supervision Agency (BRSA) published Regulation on the Own Funds of Banks and Draft Regulation on Making Amendments on the Regulation on Measurement and Evaluation of Capital Adequacy of Banks on the Official Gazette dated 5 September 2013 and numbered 28756. These two legislation have been prepared by taking reform proposals known as Basel-III into account and they will be implementable by the beginning of 2014. By their implementation Türkiye will be aligned with international standards (Basel-III) and EU acquis (which is based on Basel- III) in context of capital adequacy ratio limits and capital adequacy measurement. BRSA also continues to work on adopting secondary legislation related with other dimensions of Basel-III, namely leverage levels of banks, cyclical capital buffers and liquidity coverage ratios, which will totally align Turkish legislation with EU acquis and Basel standards.
