2012 Annual Conference of the Joint Operational Programme “Black Sea Basin 2007-2013” was held in Moldova

In the second-day-sessions of the Annual Conference of the Joint Operational Programme “Black Sea Basin 2007-2013”, which was attended by a delegation headed by the Deputy Undersecretary of the Ministry for EU Affairs Mr. Ahmet YÜCEL, the participants were acquainted with the state of play of the current Black Sea and Mediterranean Sea Basin cross border cooperation programmes implemented under the European Neighbourhood and Partnership Instrument. In addition, some modifications planned to be implemented for post-2013 via the European Neighbourhood Instrument (ENI) Regulation were introduced to the participants.      

Referring to having the largest eligible area in the Programme and the experiences gained in the implementation of the Programme, Financial Cooperation Director Mr. M. Süreyya SÜNER pointed out the necessity of providing Managing Authorities, National Authorities and project beneficiaries with the possibility to act more initiative and more flexible in the implementation process. In this regard, Türkiye’s proposals and expectations such as simplification of procedures, possibility to take over the responsibilities of Managing Authority and enabling Turkish potential beneficiaries to apply as the lead beneficiary in the next programming period were also expressed by Mr. SÜNER. 

Besides, the Joint Monitoring Authority’s findings corresponding to increase in the project applications for the calls for proposals under the Programme, high-scored-evaluation of applications in which Turkish partners participated and implementation of these projects relatively in a smooth way were emphasized as positive and pleasing improvements by Coordinator Ms. F. Şebnem SÖZER who acted as the co-moderator in the last session.
